IMF, World Bank Can Respond to China's Push

Regarding “China’s Global Mega-Projects Are Falling Apart” (Page One, Jan. 21), the International Monetary Fund, World Bank and Group of Seven finance ministries should insist that all Chinese loans be subject to the Paris Club treatment for restructuring. The IMF and World Bank should make clear that no emerging country is eligible for financial assistance without clear and transparent terms related to any Chinese lending.

Leadership in developing countries should recognize a Trojan horse when apparent and ensure that any project for which they are seeking Chinese contracts is thoroughly vetted by independent engineering experts and by internationally recognized construction firms.
