Congratulations to the 2026 Arkansas Second District Congressional Art Competition recipients:

Safe Place, the First Place winner, will be displayed in the United States Capitol for one year, while Sharing Lunch, the Fan Favorite selection, will be showcased in my Little Rock office.
Thank you to every student, teacher, parent, and judge who made this year's competition a success. Team Hill looks forward to welcoming Mia Hunt and her family to Washington, D.C., this June.

Thank you for your interest in the 2027 Congressional Art Competition. Congressman French Hill is proud to once again showcase the artistic talent of students across Arkansas's Second Congressional District.
The winning artwork will be displayed for one year in the United States Capitol in Washington, D.C., alongside winning entries from congressional districts across the country. In addition, Congressman Hill will host a Fan Favorite competition, allowing Central Arkansans to vote for their favorite piece. The Fan Favorite artwork will be displayed in Congressman Hill's Little Rock office.
Eligibility:
The competition is open to students in grades 9 through 12 who reside in Arkansas's Second Congressional District.
Students must enter the competition based on where they live, not where they attend school.
All artwork must be the creation of a single student. Collaborative entries are not permitted.

Accepted Artwork Categories:
Artwork must be two-dimensional and may be submitted in any of the following categories:

Paintings (oil, acrylic, watercolor, etc.)

Artwork Requirements:
All entries must be:

Original in concept, design, and execution.
-
Created solely by the student submitting the work.

In the original medium (scanned reproductions of artwork are not permitted).

Suitable for display in the United States Capitol.
Artwork may not violate U.S. copyright laws. Entries copied from an existing photograph, image, painting, graphic, advertisement, or other work created by someone else will not be accepted.
Size and Weight Restrictions:
Artwork must not exceed:

4 inches deep
These measurements include any frame.
Artwork must not weigh more than 15 pounds when framed.
Student Information and Release Form:
Each entry must include a completed Student Information and Release Form.
The form must:

Be typed and completed in full.

Include a detailed description of the artwork.

Be signed by the student.
-
Be signed by a parent or guardian.
-
Be signed by an art teacher.
A copy of the completed form must be securely attached to the back of the artwork.
Please note: Students are no longer required to submit a photograph of themselves with their artwork.
Artwork Description:
Students should provide a detailed description of their artwork on the Student Information and Release Form. The description should clearly identify the major elements of the piece and help distinguish it from other entries.
Judging and Awards:
Artwork will be reviewed by a panel of judges selected by Congressman Hill's office.
The first-place winner will have their artwork displayed in the United States Capitol for one year as part of the national Congressional Art Competition exhibition.
Congressman Hill will also host a Fan Favorite competition, allowing Arkansans to vote for their favorite artwork. The Fan Favorite winner will have their artwork displayed in Congressman Hill's Little Rock office.
