Dear Friends,
I wanted to take a moment to reflect on last week's terrible shootings in Dallas. The City of Dallas holds a special place in my own life, it is where my wife, Martha, and I met, married, and began our careers.
My heart breaks for the entire community, for the families affected, but mostly for the brave police officers who lost their lives protecting their city. Likewise, all of us hurt from the pain experienced across our country as a result of the events in Baton Rouge and Minneapolis.
But as heartbroken as I am, I was equally as uplifted by the response of the people, the elected officials, and the police officers in wake of this horrible tragedy, culminating with the beautiful and inspiring service that took place on Tuesday.
I was particularly drawn to the words of President Bush from the memorial service: “Too often, we judge other groups by their worst examples while judging ourselves by our best intentions.” I hope that long after the healing process from this tragic moment in time ends those across our Nation will still be using these words as a mantra for how to be better in our own lives.
The despicable actions of the crazed shooter demonstrate the dangers of divisive and hateful rhetoric. It is time for leaders on all sides to come together the way Presidents Bush and Obama did this week and instead of seeking to pit Americans against each other with their polarizing messages, to begin preaching unity and peace.

Hill bill aims to help inmates on outside

U.S. Rep. French Hill wants the federal government to work with historically black schools to assist those who are transitioning from prison to the outside world. The Little Rock Republican on Wednesday introduced HR5644, the Shift Back to Society Act, which directs the attorney general to provide grants to as many as 10 of those colleges and universities so they can "provide educational programming to eligible offenders in order to facilitate re-entry into the community."

Hill Announces Mobile Office Hours for the Week of July 18
Rep. Hill announced mobile office hours at seven different locations across the Second Congressional District for the week of July 18. The mobile office hours will take place in the following counties; Perry, Conway, Pulaski, Faulkner, White, and Saline.
Mobile office hours are an opportunity to serve constituents who can’t easily access the Congressman’s Little Rock and Conway offices. Constituents can work with staff to help resolve any issues they are having with the federal government—especially veterans in need of guidance on how to receive benefits.

Historic Week in Congress
Last week, the House passed two critical bills that will go a long way in saving the lives of countless Americans. H.R. 2646, the Helping Families in Mental Health Crisis Act passed the House by a vote of 422-2 and is a comprehensive mental health care reform bill that seeks to modernize and improve the outdated mental health care system by refocusing and reconfiguring mental health programs, clarifying privacy laws to ensure health care professionals can communicate to caregivers, and addressing the shortages in our mental health workforce and treatment facilities to ensure patients have access to the services they need.
The House also passed S. 524, the Comprehensive Addiction and Recovery Act of 2016.

Helping Rural Firefighters
On Saturday, Rep. Hill hosted the Second Congressional District Federal Emergency Management Agency (FEMA) Firefighters Grants Workshop. Representatives from fire stations all across the district were in attendance, including many from the more rural counties.
Terror Finance Bill Passes House
On Monday, Rep. Hill spoke on the House Floor in support H.R.5944 which would require the president to develop and publish a whole-of-government strategy to combat money laundering and terrorist financing.
